The global fuel landscape is undergoing a significant transformation as Europe and the US shutter refineries, and one key player poised to make a substantial impact is the Dangote refinery in Nigeria. A recent report by energy intelligence firm Kpler highlights how this shift is reshaping markets and elevating the refinery's influence.
The closure of refineries in advanced economies has led to a structural change in supply dynamics, according to Kpler. This has resulted in tighter product balances and a greater reliance on a select few late-cycle mega refineries to stabilize markets. The firm estimates that nearly 900,000 barrels per day of refining capacity west of the Suez Canal has been permanently removed, reducing the buffer that once helped absorb disruptions.
This reduction in capacity has far-reaching implications. With fewer refineries in operation, any disruption now has a more significant impact on prices and availability, keeping margins elevated for much of the past year. The Atlantic Basin, in particular, has been affected by Europe's shrinking refining footprint, increasing dependence on large, complex plants to meet regional demand.
Kpler emphasizes that the Atlantic Basin enters 2026 at a critical juncture, with the permanent closure of nearly 800,000 barrels per day of refining capacity across Europe and North America. The market's ability to rebalance is now heavily dependent on the normalization of two late-cycle mega refineries: Nigeria's 650,000 barrels per day Dangote refinery and Mexico's 340,000 barrels per day Dos Bocas facility.
Despite its strategic importance, Dangote's influence has been more limited than initially expected. While the refinery has made progress in commissioning units and supplying Nigeria's domestic market, it has not yet reached the scale required to significantly alter regional product flows. Unresolved mechanical issues at the residue fluid catalytic cracking unit, its core conversion system, have limited utilization to around 60-65%.
However, Kpler also emphasizes that the stakes for Dangote's performance are now higher than anticipated due to the closures in the West. A major corrective shutdown at the Nigerian plant could be a turning point, allowing the refinery to move from marginal participation to structural relevance in clean fuel balances from mid-2026. At full utilization, Dangote could add substantial volumes of gasoline, gasoil, and jet fuel to the market, which would be significant given Europe's shrinking refining capacity and global market exposure to supply shocks.
Dangote's expansion plans further underscore its potential impact. The refinery is set to be upgraded to a capacity of 1.4 million barrels per day, making it the largest in the world, according to Aliko Dangote, president of the Dangote Group. This ambitious goal was reinforced by the refinery's managing director, David Bird, who stated that the expansion could be completed within three years. The project is being led by Engineers India Limited, who will serve as the project management consultant and engineering, procurement, and construction management consultant.
The implications of these developments are substantial for global energy markets, especially in Africa. As Europe and North America retreat from refining, the focus shifts to a handful of mega projects capable of filling the gap. Whether Dangote can overcome its operational challenges and scale up in time will significantly influence the tightness of fuel markets in the years ahead.
