Illinois Veterinarian's 24-Year Suspension: A Case of Intentional Violations

The Horseracing Integrity and Welfare Unit (HIWU) has handed down a severe punishment to Illinois veterinarian Dr. Donald McCrosky, suspending him for 24 years and fining him $300,000. This decision, announced on February 9th, stems from nine violations of the Horseracing Integrity and Safety Authority's Anti-Doping and Medication Control Program rules. The arbitrator, Hugh Fraser, deemed McCrosky's actions intentional and egregious, highlighting a pattern of misconduct.

The case began with a search of McCrosky's vehicle at Fairmount Park on April 22, 2025, where five banned substances were discovered. McCrosky admitted to administering testosterone to Tigger Attack, a horse he bred, after a groom reported the horse's poor appetite. This admission was particularly concerning, as Tigger Attack is a 'covered horse' under HISA regulations, trained by Vance Childers and owned by Lois Childers.

The arbitrator also uncovered a more serious offense: McCrosky sold two loaded syringes containing testosterone and glaucine to Fairmount Park trainer Isidro Castro. This act of selling banned substances directly to a trainer is considered a grave violation of the rules.

McCrosky's previous suspension of 30 days and $2,500 fine in March 2024 did not deter his actions. The cumulative penalties, including the 24-year suspension, have raised concerns about the proportionality of the punishment, especially as McCrosky nears retirement. However, the arbitrator noted that McCrosky's practice includes non-covered horses and other animals, allowing him to continue working in the field despite the sanctions.

This case serves as a stark reminder of the importance of adhering to anti-doping and medication regulations in horse racing. The HIWU's strict enforcement sends a clear message that any violation, regardless of intent, will be met with severe consequences.
